The reefs are usually designed in a V shape with one side kicking up a hard, fast, steep wave for the intermediate/pros and the other more mellow for the beginners/intermediates. There have been debates about whether the reefs should be supervised to prevent any agro.

Although not in the spirit of surfing there is a possibility that the reef could be 'fenced off' and those wishing to use it have to pay to get in.

Absolutely, I agree but there will be plenty of tourist who would be willing to pay. In which case the other waves will be emptier. I dont know maybe they could fence around it and with a 'lifeguard' watching any fence jumpers could get kicked out?
