the best board to learn on is a fun or long board, for a few reasons. 1 - you will want to actually catch waves, which is harder than it looks. 2 - you should start on SMALL waves, like 1-2', or you will just get frustrated, and makes others mad as well if you're in the way. 3 - you need a stable platform to learn to stand up on, and turn/trim on.
the best, really, is a softop. but because they are not 'cool' enough, most stay away...
don't let anyone tell you that fish, or shortboards are great beginner's boards, as they are meant for speed and maneuverability - something that you will learn later.
i have been surfing for 20 years now, and shaping boards for 5, and i still love to go back to my longboards when it is small(or even headhigh if the conditions are right) so you can keep it forever once you get it mastered.
if you are dead against longboards, go with any fun board that has decent floatation/width to make paddling and wave catching easier. the more you catch, the faster you'll learn.
