Try stormrider's europe guide
Went to Portugal a couple of years ago,
got the ferry from Plymouth to Santandair,
drove down to Lagos then worked back up the coast
(it was raining in Spain when we arrived,
and we knew it was sunny in Lagos!!)
We used the Stormrider Europe guide, and found it pretty reliable.
In Porto there's a road/train that runs north up the coast,
just jump off at a station where the surf looks good.
We went at Easter, and found (like in Cornwall) that if you're prepared to drive a bit off the beaten track you can find quality waves with only a few people in the water.
Top tips: -
Super Tubes is as big & scary as the name implies,
don't stay in Pineche (did I spell that right?) there's a fish factory there and the place stinks when it's working!!
We came across some sort of national park got bogged in, it was dry at the time! (got rescued by some local mumbling something about 'stupido turistos'), you need a 4x4 to go there (a puegot 309 packed to the roof with camping stuff doesn't cut it)
